There might be nobody right now who can win at will jackpots with or without lottery softwares, Why?
Is it because they say that lottery games are random and that you can't win or predict at will random games?
Or Is it because people don't really understand what random and prediction are really all about?

When will Military Bases allow Lottery machines?
I think it may be for that vague law. I remember an ARMY SSG won one of the larger jackpots while on vacation in the mid 2000's, he picked up his DD-214 not long after.
Over in Korea we also had some of those gambling machines in our local on base pub and it was perfectly legal. I remember some of my fellow soldiers winning up to $200.

They didn't really lose money, but they didn't make the 50% profit that they normally do.
For the last PB run that resulted in a winner at $70 million sales for the first drawing were $32.4 million, not including powerplay sales. Roughly 32% of sales go to the jackpot prize pool. Lottery jackpots may get bigger
The new minimum jackpot makes only a small difference because almost all jackpots rolled past $40 million with the old minimums.
What does make a huge difference is that the jackpot gets twice as much money from each ticket sold, while the odds were only improved by a modest amount. Selling fewer tickets means the jackpot won't grow twice as fast, but since the odds are only slightly better it also means there's almost twice as much chance of a rollover for each drawing.

Seems the same opinion is rampant on this message board... either stop playing or buy less... but only a few have seen the bigger and brighter picture in all this.
1. There are better odds...
