Don't worry about the dealers, worry about other players. In poker the casinos take a small rake from the pot - meaning they take a small payment from each pot for running the game so it's in their best interest for everything to be on the up and up. It's the other players you need to worry about cheating.

I was told by clerk that most of the triples are sold out almost every day in Kentucky. The Tennessee Lottery fluffed over that problem, but they were actually cheating players out of thousands of dollars.

I would have Sting Teams whose only job would be visiting retailers and trying to catch them cheating players and then having them arrested, jailed and prosecuted when caught. I would also install state of the art scanners and payout machines for smaller prizes.

With many cities reducing their budgets and citizens asking for less government in their life, even dumb looking lottery players should start running their own sting operations. If they can't check their own tickets and make sure the clerks are not cheating them then maybe they shouldn't play.
