How many people are not sure how much they spend on the lottery?

I sent NY lottery a FOIL request and under the NYS lottery laws they are allowed to destroy all tickets that are not sold but the books are already opened when a business goes out of businees or the business changes hands. This is by law and the only way to change it is through the NYS legislation. simple as that no other way.
