Unfortunately you are correct , Delaware claims no reponsibility for lost stolen or mutilated tickets in its rules and regs (thier only statement on this issue from what I see). Some other states have procedures in place for just that kind of issue.

rdc137...Just out of interest, has there been a $5 million Powerball ticket go unclaimed? Not living in a Powerball state, is there even such a thing as a Powerball ticket worth $5 million? Maybe a split jackpot? How did this case get to the Supreme Court in Delaware?

Put aside the argument about smoker's rights vs. public health.... If you are smoking around a bunch of non-smokers it's just plain rude! NJ is considering a ban on smoking while driving (I'm serious). I would only agree to that when children are in the car. I am sickened by the thoughts of mothers smoking around their children. Worry about your kids more than your smokes for crying out loud! Delaware was among the first states to ban smoking. Most claimed it would kill the restaurants.

Delaware isn't one of those states. They have instructions for how to pay taxes for out-of-state gambling winnings. Anything won in the state lottery, including the slots, is tax-free.

I'm sure it is, but unfortuately, the Ohio border is a bit too far from Delaware. I had asked my friend who was traveling to Ohio a month ago to pick me up a 10 draw Lot-o-Play ticket and a few $1 Spooky Loot scratch-offs, but he never did.
