If you know you lousy with cash, maxing out your credit cards without much thought, always behind on payments- then you ought to decide before you collect your first cheque whether you want a lump sum payment, or go the annuity route, the latter would suit you if you find it difficult to control your present spending. That's just my opinion and it's open to debate.

I think the bottom line is some people cannot resist playing arm-chair financial adviser. Unless you know his financial situation and what his goals and priorities are, you can't know whether the annuity or cash option is better. Worry about yourself. It could be jackpot envy or probably similar to arm chair coaches; even though they have no experience running a professional sports team, they have tons of ideas how they should be run.

@NobodySpecial - something similar happened again in 2012 in the Fantasy 5. The number drawn were 1-3-5-7-9 and there were 98 winners. Each walked away with $1,995. With regard to the topic question, the only person I have personally known to hit a jackpot prize was a former classmate in graduate school. He won the $500 a week for life prize on a $1 scratch-off ticket. Since he was only 32 years old, he wisely chose to take the life annuity.

Back in the day all jackpots were annuities so a $25 million jackpot was $25 million regardless how long it took to get all the money. Even after lotteries started offering cash values as a choice, jackpots were still advertised as the annuity value and the rule of thumb was the prize after taxes was close to 1/3 of that value.
