ok... don't shoot me, but I would take the annuity option. I have a partner who spends what's in his pocket/account with nary a thought of anything else. He would blow through 15B$ just as quick as 1M$. so that way each year I would get to take out budget money and then know I was kissing everything else g'bye till the next payment.

That all depends on where you live. Since I live in NYC, the annuity would have to be around $728 mil for the cash amount to be $408 mil. Then, less Federal, NY State and NY City taxes, the ATTH would be about $200 mil.
