Maybe they are not applying any strategies to increase their odds of winning, then again even applying some strategies the odds for Powerball and Mega Millions is still so high. Maybe they should focus on smaller games.

The last increase for Idaho Cash was $1,000. This is right in line with the increases being approx. $1,000 per day before the changeover to daily drawings.

Idaho's Idaho Cash just went to a daily draw, and the last increase was ... wait for it ... ZERO. I don't know if Powerball is similar, but I hope not.

AFAIK scratch tickets are like gift cards. All of the printing that determines their value is there, but it doesn't mean anything until it's activated at the time of sale. He probably won't get caught when trying to cash any winners, but there's a pretty good chance he'll provide a better picture to increase his chances of being identified and caught later.
