1.5 billion Powerball or more for Thanksgiving 2016?
The key here is the annuity. Then you have to see about taxes on federal and state. City is another story. Everyone gets caught up in the excitement. Why not just take a look at your state lottery? Better odds than the big boys. After someone mentioned to me because of odds I agreed with them. Powerball and mm will always do what the lotteries do but sometimes people need to think smarter and realize the repercussions.

Pennsylvania Lottery proceeds being misused by Gov.
Yikes! Pennsylvania state government is more desperate than I thought to raise funds. On a related note, in-state PA Lottery winnings are now taxed at the state rate of 3.07%. To digress a bit, this is another reason not to take the annuity option, since future payments may be taxed in a manner that one didn't originally plan for.
On the bright side, since it appears PA is so desperate, legalized on-line casino gambling may be coming even sooner.

Win for life tickets
Half a million for 20 years and then a guaranteed 100k/yr paycheck for every year after?
In my opinion, I'd say the annuity is a no brainer for anyone in the 20-40 range. Any older than that, then I can see the lump sum being the safest route.

Win for life tickets
I just remembered a couple of years ago a guy in NY won a scratch off named Win for Life Spectacular. Guaranteed payout of 10 million or 10K a week for life. However the For Life has a cavet. If you take the life payments you get 520K a year for 20 years, then after the payout drops to 120 or 180K a year, i forget which.
I would often be baffled as to why relatively young winners choose the lump sum instead of the annuity until i read about this.

Annuity vs Cash Value
What are you talking about??? If the payments are the same how is it BACK-END heavy?
Are you trying to factor inflation in? That will depend on what you do with the lump sum money to compare to the annuity.

Indiana family claims $536 million Mega Millions lottery jackpot
I may call Mrs, Littlefield if i ever WIN BIG!
I Sure don't know why they wouldn't have taken the Annuity payments then if they are not going to do anything with the money right away anyways. $500 Million down to $200 Million BIG Difference.

Pennsylvania lottery winners now subject to state tax on prizes
Hey... look if you took the annuity out as a PA resident, it's time to move to a new state or end up with less.
One of the reasons the cash option is usually better. You know the tax situation now, and you can arrange the future income streams to minimize your taxes.

How much is "life changing"?
I just re-read your comment and saw that your calculation was based on the annuity amount.
I don't look at that amount since I would take the cash one lump sum.

Annuity vs Cash Value
Even if you opt for the annuity payments, you should still get professional financial advice.
Spend some, save some.
