I've read that the 60 day rule for choosing the annuity or cash option has to more to do with an IRS rule not a lottery rule. Notice how that 60 days to choose is consistent across all the US lotteries while the time frame for ticket expiration varies. I also have seen many lotteries say you have 60 days from when you validate the ticket and others say 60 days from when you win but it was explained to me recently you don't really win until the lottery validates the ticket. When you claim in CA there is the Claim form and the Jackpot Election form Lump Sum or Annuity . Plus there are IRS tax forms to fill out too. If you do not fill out the Jackpot Election form there and take it home you will need to have it notarized by a Public Notary. You will have to ask the Lottery officials how much time do you have to return it. Because I do not know.

Tonight's jackpot will barely be more than $300M. The lottery set the advertised jackpot based on projected sales, and last estimates put actual sales for tonight's draw at or slightly below the original projections. Florida Lottery Holiday Millionaire Raffle
Does anyone know if the $1 million top prize is paid out as an annuity? Powerball or Mega millions
It's between the state lotto and MM, depending on how long the state has been rolling over. At the lotto starting level, MM 2nd place looks better than the lotto jackpot(annuity). My plan is one MM ticket with multiplier for each drawing and add lotto only when the jackpot has been rolling over for a while.

I hear ya. I do despise the disconnect between advertised and take home as well. But a CV of $1B seems really unattainable when we can't even get to an annuity of $1 billion. A CV of a billion is going to have a jackpot of at least $2 billion. I know nothing is impossible but the odds of that happening are so low within the current system that it might as well be impossible.

You're correct, Mexico and Canada are foreign countries, but I doubt the people living in Detroit will say they are going abroad when going to Windsor. Future taxes is not a problem when jackpot winners take the cash, but what about the annuity people; could they move to another country and avoid paying US and state taxes on their payments?

As music* said above, you can give any number of people an annual gift of $14k each. There's also the estate tax exemption of $5.43 million, which would be the max. amount that could be passed down to your heirs tax free, but you can also give away that much during your lifetime. (the annual gifts don't count against that amount as long as they're $14k or under per person) The kicker is you can't double dip on that amount - whatever you give away of that amount will deduct from that total of you

Illinois lottery players crossing border to play in other states
Who can blame them?! I now if I lived in IL I would be doing the same thing! If anyone was ever wondering whether to take the annuity or cash option should they hit the lottery jackpot, I think it should be quite clear that the cash option is the only way to go.
