If I ever win something that big, most of it would be used for or left to grassroots causes. Spread out over things like a food pantry, a cat rescue, after school activities for underprivileged kids, senior care, dog shelter, and so on. All of those community needs that don't get funding because it doesn't make money for the already wealthy.

The house has a significant advantage, like any lottery. They don't need people to not win the jackpot in order to make money.
If they sell more tickets, more people win the jackpot and they make more money.
