Like can you get in trouble if caught? No.(that's what I read anyway)
Sort of like with fake handbags or fake goods, it's not illlegal to buy but selling it is.

The Justice Department caused the problem when they closed down Full Tilt and confiscated millions of dollars from US banks. Electronic NJ lottery ticket plan advances
Legislation that would allow people to buy New Jersey lottery tickets on the Internet and by other electronic means continues to advance in the state Assembly.
The Regulatory Oversight and Gaming Committee approved the measure this month and referred it to the chamber's Appropriations Committee, which hasn't yet scheduled a hearing on it. Complaints prompt review of Arkansas Lottery's personnel policies, salaries
Anonymous complaints about personnel issues have prompted the Arkansas Lottery Commission to request a review of the lottery's human resources policies and salary structure.
