Someone else mentioned this, and I agree, that winning a jackpot and taking the annuity is taking a risk that the same thing could happen. 20 or 30 years is a long time and who knows what might happen to the money owed.

Former lottery security employee guilty of rigging $14.3M drawing
The article says It's believed to be the first prosecution of a person accused of tampering with lottery equipment to manipulate a draw . However, this is not true. I don't know how it is in other states, but the Texas Lottery website page HOW AND WHERE DO I CLAIM MY PRIZE? says this:

New $30 world class millions ticket here in IL.
I enjoy buying a book of tickets here or there as well in Illinois. I was going to get some of these new tickets today so thanks for posting the odds. The break even prize odds is the same as the other $30 ticket Illinois offered. Buying a book of these tickets and outlaying $900 only has a projected expected value of getting $390 back unless you hit one of the bigger prizes above the $100. Those odds are still lower than Texas Lotto.
The odds of winning a million dollars cash for both MM and PB are better than most state lotteries when they first start out. State lotteries usually start out with a million dollars annuity which has a cash value of a lesser amount with odds of 1:14M for a 6/49 game or worst until the jackpot have time to build up. I'm sure states would be happy if players chose their game instead of PB or MM but I doubt if that's going to happen.

Excellent question. I sometimes think about taking the annuity for smaller jackpots. For instance I currently have tickets in Floridia and they say that the lottery invests the money in the name of the state and then the state board of administration releases the funds to the winner when the investment matures. My guess would be if everything was shut down you would not get your money.
I think I am firmly in the cash camp again.

If you win the beginning MM jackpot, and take the annuity, your income for the next 30 years will be higher than 96% of American households. You may not be filthy rich, but as long as you don't get carried away, you should be able to live comfortably for the rest of your life.

Saw this picture and thought...
What I cant understand is why anybody with a decent, large lottery win have ANY debt or mortgage/finance is beyond me.
If they take the annuity, it can make sense. It would be perfectly reasonable for someone getting $2M a year to take out a mortgage on a $5M house. If they take the cash option, there's no excuse for debt.
