You may want to take a peek at the annuity payment schedule as it's heavily back end weighted. It would take the winner 17 years just to get a payment that exceeded $7 million. The average net per year is not relevant in either the MM or PB.

If I am lucky enough to win powerball or mega millions I would struggle to decide which is better when the jackpot is high like they are now. I would not want to have a big chunk of money in the bank so all my so called relatives could try and mooch off of me. But I guess that I do not see myself spending all of the powerball money or mega millions money in my lifetime. But I have lived so long off of little bit of money that millions would be a shock to me. So I would probably take the annuity

The $1 million prize from PCH is an annuity that is paid out over 30 years and is heavily back end weighted. I believe the payout (before tax) is 25k per year for the first 29 years and a final balloon payment of 275k in year 30. The cash value before tax is less than 400k.

How sure are you that you'll win win a major jackpot?
Mega millions is not generating too many jackpot winners like powerball. It is taking forever for MM to reach $100M annuity. This new matrix does not have a players base to push the jackpot higher like powerball. I did not buy the $10 New York mega millions promo. I do not win anything with it.

My magic number is two. If I can walk away with more than 2 million after taxes I'll take the lump sum. Less tahn 2 million, I'll take the annuity. I'd invest a good portion of the yearly pay outs and most likely still work for a few years.

Do you sign your tickets?
It'd be nice if you said it worked here how you said your lottery told you, as many would like the ability to sign their tickets and still have their options open for claiming, but I don't think it's a major issue for myself. The bigger issue is that we're the only state (I believe) that forces you to choose annuity/lump sum when you buy the ticket.
