Online poker group says gov't seized $30M in player payouts
In the latest skirmish in the battle over Internet gambling, online poker advocates say the government has frozen more than $30 million in payouts affecting thousands of players.
The Poker Players Alliance released a statement Tuesday claiming that the U.S. attorney for the Southern District of New York instructed four banks to freeze accounts belonging to online payment processors. Proposition 1C changes how California Lottery funds are used
Proposition 1C would authorize the Legislature, by a two-thirds vote, to make other changes to the lottery's games or operations.
That is called a Constitutional Amendment. The Legislature ( Governor) can do that now.
The ballot measure also would trim the amount allocated for administration and other overhead from 16 percent to 13 percent.

I've been trying to lean more on Excel... seems to be the only tool out there, designable.
Right now, the COUNT and FREQUENCY functions are giving me fits. I'm attempting to take an array of dates and numbers and get results with frequency of numbers to dates - count the freq of numbers. Can't seem to get the onboard formulae to work - durned Help is limited. I'll have to take hat-in-hand and tack a thread on the Math Forum.

Wardens probed over Kenyan prisoners' lottery scam
Kenya's prison officers are at the center of an investigation over their involvement in a SMS (Short Message Service) syndicate that defrauded the public through nonexistent lotteries.
Last weekend, 350 mobile phones and 400 unused SIM (Subscriber Identity Module) cards were uncovered after a search of prisoners' blocks at the Kamiti Maximum Prison, and an earlier search at the Naivasha Prison uncovered 270 phones. Officers also found a register bearing the names of potential targets.

Software error stalls validation of some winning D.C. lottery tickets
Glitch delayed winnings for several dozen ticketholders; cause still sought
A mysterious software bug in 17 lottery machines used by the D.C. Lottery and Charitable Games Control Board in Washington left several dozen winning instant ticketholders unable to immediately cash their prize tickets last week.

Tennessee Lottery takes back refund offer
Today the Tennessee Lottery rescinded its offer from last week to refund tickets purchased with the wrong jackpot amount listed.
In a release issued on their web site, the Tennessee Lottery emphatically stated, The Tennessee Lottery is not offering refunds for Powerball tickets purchased last week.
The Lottery regrets any confusion or inconvenience created by recent reports concerning some tickets sold on Sept. 6 and the morning of Sept. 7, 2007.

Atlantic Lottery adds new ticket security measures
The Atlantic Lottery Corp. is introducing more measures aimed at tightening the security of lottery ticket validation, the corporation said this week.
Starting Monday, the corporation's online ticket terminals will print two slips whenever a winning ticket is validated for an amount the retailer is to pay, a release Wednesday said.
After validating winning tickets, retailers will be required to pay the prize, stamp the winning tickets Paid, and return them along with one of the validation

For the fifth year in a row, NSW Lotteries achieved
sales of more than one billion dollars.
Sales increased by $7.1 million to a new record of
$1,116 million. NSW Lotteries has broken the sales
record in 14 out of the last 15 financial years.
It was a good year for prizes too, with players receiving
more than $692.1 million in prize money during the year.

N.C. lottery tickets sold in vending machines
Like chips and soda, now you can buy North Carolina scratch-off lottery tickets from vending machines.
The lottery began installing 500 machines statewide last week. The vending machines sell 24 games costing $1 to $10 each.
Many will go into supermarkets including Food Lion and Lowes Foods, said Alice Garland, lottery deputy executive director. Some will land in convenience stores with high ticket sales to free up clerks.

Jamaica police make progress into multimillion dollar lottery scam
The Montego Bay police continue to make inroads into the multimillion dollar lottery scam which saw several arrests being made in recent times.
According to Superintendent in charge of St. James, Steve McGregor, two houses regarded as dial up houses, a term used for places where the scam is carried out, have been identified.
The first house located on Sun Valley Road in Glendevon, was the scene of a murder last Friday night, where a several hundred thousand dollars was reportedly stolen.
