Anonymous claiming would minimize this from happening, but word gets around, even if it's anonymous. If you win and tell just one friend, word will get out. If you win, have no family, and tell no one, friends may notice if you change lifestyle, buy new things, and so on.
If every winner was kept anonymous, then there would be some people who would complain that the lottery was fixed, because all the winners were anonymous and they would think it should be public record to prove the lotter

That they hired an attorney demonstrates that they clearly knew ahead of time that the law didn't allow them to remain anonymous, so they were simply subjected to the rules they already knew were in place. Police: Store clerk conned La. lotto winner out of $800,000
When the owner brought the ticket back to the store to claim his prize, the clerk allegedly told him he was mistaken and kept the ticket.
I only take tickets in to claim a prize and if the clerk tells me it's a loser I request it back because I would rather recheck it later myself than call the clerk a cheat. Powerball rolling until Jan.?
The cap is $25 million, and takes effect whenever the previous record is reached. The way things have been going, it would probably have to roll 4 more times to reach the next cap of 390 million on 10/8. That leaves 24 more drawings before the end of the year. If it rolled until then the final jackpot would be 990 million. As far as the chances of that, they're a lot slimmer than the chances that your ticket will win. Why you should try to remain anonymous if you ever win a jackpot!
Makes sense to me. FWIW, I've often thought of that when people use attorneys as trustees of a blind trust. A degree in law only gives a person the right to take a bar exam ... and passing the bar only confers the right to practice law. Neither establishes that the lawyer is reputable (grin). Imagine turning over the winning ticket to a multimillion dollar jackpot ... and a week later, finding your lawyer's office vacant ... with mail being forwarded to a villa in the Swiss Alps (grin).

Devil's Advocate Mode - Foreign Lottery Scams.
I have no doubt that there are a number of foreign lottery scams going on right now. But, I also have no doubt that there are a number of legitimate foreign lotteries. Years ago, my ex and I played the Gold Coast Lottery out of Australia (Queensland) by mail. We didn't win so much money we could retire (grin), but we DID win a few times. Yup, big increase that isn't even reflective of how many potentially new players there will be from Florida joining. They just wanted worse odds than MM so they can easily reclaim the jackpot record.

midday, the 2 has been out in the first position for a very long time (70 pulls) , at least a month. This is three times the norm. The last time a 2 fell in the first position was July 28th. This is not a record, but it is a long time.
