California man says he's waited nine weeks for $44 million Powerball lottery jackpot payout
Sounds like California Lottery is making the process super complicated.
I live in Colorado and here are the Powerball regulations for my state:

do you consider only the cash value when deciding to buy pb or mm or other jackpot game?
personally, i think it's a scam for jackpot games to advertise the top prize by its annuity value. winners always take the cash value, which is usually less than half of what the annuity is.

Lastly ... Would it hurt the consortium to reduce the annuity to 20 years instead of 29?
The annuity is what can be bought with the cash value of the jackpot ..
If you cut down on the term, then the annuity / jackpot value will be less. If it is about a third less.. jackpot value is going to be a third or more less.....
So, by reducing the annuity period, you significantly reduce the value of the jackpot that you can advertise... (but the cash value remains the same)

Yep it's not even a top 25 jackpot per the cash value.
What really matters is that the advertised annuity is #23 but the cash that a winner will almost certainly take is only #37. It's getting there, but as of now this one isn't a huge jackpot in terms of the biggest jackpots of the last few years.
The 5% annual increase in payments makes the lump sum even less than it would be with constant annual payments.

I'm over 50 and I already have plans to get a full body MRI from someplace like Ezra before I decide whether to take the annuity or cash. If I don't have any serious illnesses, it'll be annuity. People are often living into their 90's these days. My family isn't especially long lived but I take better care of myself than the rest of them do.

Along with the lower interest rate and a magically increased cash value, the sales estimate was revised downward from $312 million to $288.5 million. Are you playing Mega Millions with the $5.00 per play?
It will not go above $10 Mil until the cash value can support the annuity value.
We can see the last go around, the change in cash was below $5 Mil and the annuity remained constant for the first 6 drawing changes.
Once the change in cash goes above $5 Mil, the change in annuity should go above $10 Mil.

I understand what your saying.
The REAL jackpot is the cash value in MM, PB, and most state games if not all, that offer an annuity option.
If a winner wants the annuity the cash is invested for the annuity.

Mega Millions and Powerball Race
I don't look at the worksheets enough to notice usually but they increased the annuity and the estimated sales but the cash is still listed the same as before at $498. Any idea why?
I don't know for a fact what management thinks, but the worksheet still shows the estimated, and advertised, and the cash value is the cash (prize) that would be needed to buy the annuity if the annuity was being bought. That it also shows the expected sales and he annuity that could be bought with all the cash
