That's awful, I'd hate to be tracked like that for the rest of my life. I'm surprised he didn't go the trust route and have an attorney claim the prize for him. Even in countries like Australia or in Europe where you can remain anonymous, it's telling that no one ever steps forward to name them self, which is of course entirely ok to do. Everyone knows the pain that would come from such a decision. The states in the US that force you to come forward should really rethink that policy.
