That's how it's done over here. They set-up surplus jackpots or raffles. Often it's cars though, so they might still skim through a rebate from the manufacturer...

The ticket owner is someone who never plays the lottery except when the jackpots are high and checked the wrong drawing. They thought it was a loser and threw it out. The ticket owner was mugged before the drawing took place. The thief took the cash and credit cards and threw the wallet with the ticket in a dumpster some where.

Had an Australian friend giving me that info will go find out where he got that info. True perhaps much higher odds but what I do like is to see 3 wins in a month as per your example. Wont that motivate you to play ? Just a fair question. Every draw on MM or PB its like numbers specifically chosen not to win. Ramping up sales.
