If it keeps rolling into the change then $400M-500M cash is very plausible. Don't forget that in addition to worse odds the jackpot allocation is increasing about 5%, which means jackpot will grow larger faster (assuming sales stay constant or increase). I would anticipate a slight uplift in sales from the increased advertising near launch of new matrix, not to mention the potential higher jackpot at that time.

It matters a very great deal how many people are in each state, because if you make the odds small enough so that a person in a low population state is able to produce a winner, then the people in high population states will probably have multiple winners. Crazy idea for city, state, and nation lottos in the US.
City lotto might be a good way to increase the number of people paying their taxes on time. Every on-time payment gets entered into the draw for $1M (or whatever is appropriate for the size of the city). Where I live we have to pay tax installments every 3 months, so that would be 4 chances a year to win.

Can this really happen...
I don't really get why this would be hard to believe. One set of numbers has as much a chance of winning as any other set. Buying 2 tickets instead of 1 might increase the odds of winning, but when your chances of winning are so infinitesimal that extra tickets barely make a dent in your odds, one ticket is all you need.

if you were going to buy (30) $20 tickets how would you do it?
If I were to only spend $600 only on $20 tickets I would most likely do: (A) Buy 1 of every $20 ticket the vendor had in stock. If it didn't end up being 30 tickets, I'd go to another store and repeat the process until I met my quota. Reason being, I would assume buying tickets from multiple vendors might increase my chances of hitting something decent. This happened in Sumter, about a month ago when two $200,000 tickets were sold on the same day, in the same city, almost on the same road...j
