I will agree with you that Nevada is dead-set against state lotteries. If the global lottery is annuity based Nevada will most likely pass. However, I see a global lottery with a billion dollar one time payout (give or take a few 100 million) as unique and as a possible exception to the rule. I don't play the game because I live in Ohio, however if PowerBall's jackpot rolls to over $200M in a week or so I plan to drive to Indiana to buy some PB tickets and I may buy some Lotto tickets too.
Both games advertise an annuity amount and what their cash values are. If I win either or both I will probably take the cash option.

Yes, lottery winnings should be tax free, as should sweepstakes prizes.
Do I see the govt swinging that way any time soon? Nope. In fact my state just added a tax on lottery winnings after we got our first big powerball winner a decade ago, and they did the math on how much more income the lottery could make for the state if they imposed that 7.9% tax. Unfortunately powerball didn't have a cash option at the time and the poor woman who won before the tax was enacted now has to pay taxes on

I used to play every Mega Millions and Powerball draw, but now I only play Mega Millions if the millions digit in the advertised (annuity) jackpot matches the ones digit in the date. As has been the case before, the size of the jackpot does not matter to me, since any MM jackpot won would probably be more money than I'd see in my lifetime. I never said it wasn't, I implied the tax is too high, regardless of if it's on the cash payout, or the annuity.
