Excellent question. I sometimes think about taking the annuity for smaller jackpots. For instance I currently have tickets in Floridia and they say that the lottery invests the money in the name of the state and then the state board of administration releases the funds to the winner when the investment matures. My guess would be if everything was shut down you would not get your money.
I think I am firmly in the cash camp again.

Powerball Matrix Change - April 15, 2015
So the new PB specifications were finalized earlier this month, and indeed they are targeting an October launch. MUSL projects that the change will result in an increase to revenues of more than 40% versus current trends. They also expect average hit jackpots to be just over $300 million with 10-11 hits per year.
We'll see.

Camelot to change UK Lottery from 6/49 draw to 6/59 draw!
I guess the Euromillions hits more often in the lower jackpot levels now.

It sounds like he plays for big jackpots, and probably a little ticked he didn't get the whole thing, as far as a system, I don't see that because a few of the numbers would be too high for a Bonus Ball, so he probably rotated the family numbers if you will, using only the numbers 15 or less for Bonus Balls, no special method just kept putting one of the numbers as the Bonus. Powerball Matrix Change - April 15, 2015
A 6/48 + 1/20 would have odds of 1:245,430,240 for the jackpot which is fine but the second prize would have odds of 1:12,917,381 which are more than twice what the odds are now. What would be more attractive about that?
They probably want the game to better a little harder to win to have more time to roll larger jackpots but still attractive to the present players.

Beginning Jackpots...
Took 10 weeks for MM and 6 weeks for PB to build up. Many MM / PB players will sit out June and much of July. Being the summer is often slow, it will likely take until August before the jackpots build back up to the levels they were recently.

On the positive, the second chance game is gone and 2nd place prize is left the same.
On the negative, there's a lot! Odds are even more insane with even less value than before. Heck, they might as well double the price again to $4 while they're at it with $5 for Power Play. Those who always play will likely continue to regardless of the odds and price, but the casual player, for which the game relies on for building outsized jackpots will increasingly stay on the sidelines.

How many tickets do you need to win the Lottery?
l buy 2 MM tix per draw 2 PB tix per draw as well. Given the astronomical odds for both jackpots, buying more tixs is counter productive...imho.

That's exactly what Kansas and one of the vendors said at Smart-Tech, that players who never win anything will eventually give up. What you're saying doesn't contradict my post. However, studies have shown that lottery players do not distinguish between odds of 100 million or odds of 200 million when it comes to mega jackpot games. Winning Keno Systems or Strategies? What works for you?
I love playing video Keno at the casinos. The ole' paper slips, crayons and keno runners was too s-l-o-w for me but when Video Keno started taking over the casinos, I was hooked. I am a big Toucheasy fan due to the progressive jackpots and I started playing Multicard keno (where you can play 20 cards simultaneously). I have heard everything from NEVER change our numbers to specific strategies. Any thoughts out there?
