Oh yeah, I forgot to mention that CA SLP must have the highest cash value jackpot in the United States. The next highest annuity jackpot after CA SLP and Powerball is the Lotto Texas jackpot at $45 million, but even though it is paid in equal installments over 25 years (I think), its cash value must still be lower than Powerball's or CA SLP's. My point is that sometimes, even in lotteries, there is NO cash option in lieu of the annuity. Annuity-only schemes make money (at least in theory) for the seller of the annuity.

Probability of a Rollover in Powerball.
The powerball has rolled over and the new estimated cash jackpot is $32M The previous annuity jackpot is $67M. The jackpot reached $28.9M, annuity or 1.3 M more than advertised, meaning they predicted $4.2M less sales than they actually received on the previous drawing.
