It isn't MM that's hyping the relatively modest (and not particularly uncommon) jackpot. The only promise I see in a rollover with an increase of $13 million in the cash value is that probability and history will continue doing just what they did before the change.

Before they make any decisions, they should remember their purpose of having the lottery in the first place. If the privitization will add burden to their people I think they have to reconsider. They might be after for the increase revenue however if the people don't agree with them they might lose revenue instead of increasing it.
