The lottery director can determine it is factually improbable for a person to win hundreds of scratcher, pick2/3, MB/PB from 500 different shops in 100 different towns. I remember reading an investigation (maybe NY) where a guy claimed 2 tickets sold minutes apart in 2 different towns and you need to take a ferry ride go get there.

On May 25, 2013 there were three tickets winning a $50 million jackpot, but one of the tickets went unclaimed. On June 29, 2011 there was one winning ticket purchased in Georgia that when unclaimed too.
Amir's case seemed stronger because the two other tickets were purchased knowing that Tipton rigged the drawing. But the court rule the lottery was protected against any liability after the payment of any winnings.

Ten years later, Colorado Bureau of Investigation agents visited Massihzadeh to interview him about his winning number because they were investigating a criminal scheme to rig lotteries. and Massihzadeh, who let the computer choose his numbers, was not suspected of wrongdoing.

A 500 million dollar jackpot can get you a lot of things, but anonymity isn't one of them.
