Can I be anonymous when I win in California?
If you have a common name and live in big city as opposed to a small town or suburb, you're practically anonymous.

UK lottery player claims £93M EuroMillions jackpot
The holder of a jackpot-winning EuroMillions ticket bought in the UK has come forward to claim their 93,388,943 (US$145 million) prize, lottery operator Camelot has confirmed.
The identity of the winner is still unknown, and they can choose to remain anonymous if they wish.
The prize is the biggest in the UK this year and the sixth-biggest ever in the country.
The winner could receive their money by Monday, Camelot said.

If he had been allowed to remain anonymous, she would've never known who he was, thus she wouldn't have been able to target and murder him. You're in denial, pal.
In a news video, the victim stated he would like to have his old life back, so he could walk down the street without everyone knowing who he was! If the lottery had allowed him to remain anonymous, he could've done so without being targeted for murder!

Since there a few states right now that allow winners to be anonymous for 'free' this bill would set a very bad precedent....... other states would copy it, perhaps even the current anonymous starts.
Also the concept of paying for a ticket, winning a jackpot, and being charged 5% of the jackpot to remain anonymous is nothing but a shakedown. Any guess whether that 5% would be pre-tax or not?
