Missouri. Our pool plays Mo Lotto and Powerball twice a week. We usually have $40 for lotto 1$ for two plays. Poewerball ranges from 16 regular players to 33 with higher jackpots. $80 to $170 or so. We're at 28 now with the bigger jackpot. I track #'s, odd/even, high/low, sums, hot/cold, and a few others. This is only about our second week using systems. Look at what's happening with MM right now. Hardly anybody is playing it because PB is so high. People vote with their money, and even though PB is $2, that game is getting all the action because of the jackpot, and the high jackpot is because of the $2 price point.
When MM changes its format, then you will see high jackpots more often, and more people will play that game.

Can math and logic improve chances of winning a jackpot?
Playing a 5/56 game to win $250,000 doesn't make much sense in the states with a 5/39 pick-5 with equal jackpots.
True but how often do you see that? In Ohio, the Rolling Cash5 (5/39) game occasionally reaches that amount and higher but it starts out at $100K and is usually won after 2-3 rolls at ~$150K. Tonight after rolling its fifth time, it's at $206K, it'll need one more roll to reach $250K.

I was actually surprised at the original topic question here in the Math Forum of all places. This question usually shows up regularly over in the pick 3 forums.
I doubt if many players of jackpot style games check the pick3 forum for ideas about how to win million dollars jackpots games. For me it hard to see what a pick3 game with only a thousand possible outcomes would have in common with even a 6/49 game with over thirteen millions possible outcomes. Mega Millions lottery game's redesign aims at bigger jackpots, better overall odds
Actually the starting jackpots of $12M aren't fully funded by ticket sales now which is why they are increased by so little at the begining. In fact after one drawing the starting jackpot wasn't increased at all.
I'm sure they have something in place to cover themselves if the 5/75 +1/15 matrix doesn't slow down the top winners.
