Okay so I just noticed I made an error in my Pick 3 predictions so disregard those numbers. It seems that the Pick 3 doesn't work exactly like the Pick 4. I'm not sure whether to draw my numbers from the previous evening for the Midday or the previous evening numbers??? I stand by my Pick 4 results but not the Pick 3. I'm gonna try to hurry up and work something out for the Pick 3 Evening, drawing my conclusion from the Pick 3 Midday numbers which are 823. The numbers are

Strategy for remaining anonymous
If you don't live in a state that allows anonymity, or you don't trust that you will continue to remain anonymous (i.e., FOIA request), I propose the following strategy.
