The lotteries are only interested in maximizing their profit. I think that makes the OP's idea completely unworkable. Determining the winner of a 1 million prize once a week would be a nightmare at best. Every day would have to be from a different pool of all the players based on daily sales I suppose and eligibility would probably be only for the day the ticket was purchased. Nice idea just too complicated to implement.

Many years ago I participated in a similar game which was legal according to the County Prosecutor. We paid $5 ($2.50 per draw) a week to pick six Ohio Lotto numbers and the first to get all six won the prize pool. The ledgers O'Neill kept recorded up to 8,000 participants in one single drawing We had 30 at tops and maybe why ours was legal.

Well, it turned out to be... 8-13-25-31-34.... I had the 25, 31,34 in my pool,.. but it was my keys that kinda backfired on me..!!.. 1 digit away from 13 with 12...1 digit away from 8 with 9... Oh well,.... back to the drawing board...!!
