I agree with everything you've written, although I think there's almost no chance they'd payout 10 million dollars if I matched the first five numbers five times in PowerBall. Especially during the pandemic.

24 Bonus Match 5 lottery tickets sold at one Maryland store win top prize
I buy five identical lines on my PowerBall ticket and I add the PowerPlay option as well. Essentially it costs me $15 to play one set of six numbers five times.
I do this because I'm not focused on a first place win. I'm more interested in a second place win as the odds are eleven million to one as opposed to 292 million to 1 for first place (the jackpot). Should I ever be so lucky to match the first 5 numbers, then hopefully my ticket could be worth 10 million dollars. I say could be because

I think you're right but a girl can dream.
It seems that the confusion caused to the lottery by Covid has shaken out and now tons more people have settled onto Badger 5 as their game of choice because it's actually win~able. A larger pool of players outweigh the game odds hence more frequent wins.
At least that's my crazy theory. I could be wrong.
