The lottery has been cheating people for years, but few people ever get caught because they got greedy (like Eddie Tipton). The successful insiders have the patience to track winning scratch-off tickets and claim just a few for themselves (by using straw buyers) while releasing the rest to the general public. I'm glad you understand the heavy connotation that the word rigging carries! But I need to correct a couple of things that you said.
As much as buying over 99% of all possible combinations just about nearly ensures a win, it was still not a guaranteed win in the sense that they would have profited from the effort. I find myself continuously reminding people that anyone else that night had a shot at winning, which would have drastically altered the outcome.

As in the case o f Eddie Tipton He knew the RNG could be messed up with. He did it and got caught after years... many who played Hotlotto with methods were indeed betrayed by the system. States or lottery companies could give the ticket money back but it's huge time waste for system/method players.
