tax info for out of staters
The question was raised before asking if someone who lived in New York went and played the lottery in neighboring New Jersey and won would the winner have to pay the state tax in the state they played in or would it be the state the winner actually lives in. I don' know if this helps, but, at the PA lottery website there's a news release about someone who won in PA who is from NJ and in the article it only mentions having to pay the federal tax. No mention of the state(which is %2.5 in PA).Here'

How Long Will You Wait to Collect the Jackpot
I would wait about a month. Here in California unfortunately they have to release the winners name. Someone correct me if I'm wrong. But I suspect validation is a process that takes place at Lottery HQ where they actually examine the ticket to make certain it's genuine. BTW, I always check my tickets online. So far, the only tickets I've ever had are losers of low cash-prize winners. I used to take my tickets into a convenience store that had a machine in the customer area ... where customers could scan a ticket barcode themselves.
