Actually, players in Texas must specify cash or annuity at the time of ticket purchase. If they buy QP tickets from a vending machine I believe it's automatically cash option. I don't do that, I use playslips, and they have to be marked cash or annuity.

I have found one or two winners lying on the ground though, and I'll always pick up one I find laying in the street or a parking lot or something like that. Even non scratch lottery tickets. I found a lottery machine that had $10 left on it, someone must have forgot to play all of their money. This was probably 3-4 years ago. I bought a $10 ticket and hit $100 on it. Money found turned into even more money found!

That is literally insane that California made retailers pay for books they never got. Are you really saying that all you needed to do is cash a ticket and the whole book is activated? That would never happen in New York. You must confirm the book by entering the code from the book into the machine. Only the retailer can do that. Wake up California.
