I don't know the payouts for the wheel without zero. Is that roulette still in use? For groups 36 numbers is fine. 37 and 38 is not fine. Also the grande serie would benefit of it, if the numbers stay in the same place. Over time changes were made with the disposition of the numbers. For keno the payout is low. More numbers are drawn from a big pool of numbers. 20/70 is played here and there. If you think that the ratio is crazy then have a look at all or nothing.
