I can't promise the numbers are 100% accurate, but look here: MM sales figures
For any given advertised jackpot the reported sales vary from one run to the next, but a quick look makes me think that current sales aren't too bad. Good point on the age. In my Scenario, the Person is only 25 and doesn't have any children and is unmarried, so most likely wouldn't be thinking of leaving money for heirs or anything like that, so that 25 year old is more likely to choose the Lump Sum and blow it friviously on cars, fancy food, fancy Jewelry, more gambling, travel, drinking, drugs, wild parties, fancy clothes, Limo Rides, etc.
A 55 year old would most likely take the Annuity in order to make sure his Family is well

If you look at the Quick Links and click on USA MEGA, and then click on Jackpot Analysis, it will give the breakdown of how much you will get each year if you take the annuity on any Jackpot win for MM and PB.
Maybe that can help you decide. What you do would also depend on your age at the time, knowing that it is going to take 30 years to get everything.
I like your scenario. People find discarded scratch offs and win, so why couldn't it happen?

Oh geeze, that annuity can stay like that for almost a year, MB is sloooow
After the last jackpot before last was won (Jan 16 2019 $5.9million)
Jan 19 jackpot starts again at $1mil, it took til April 10th to get to $1.1mil
everyday after that it went up by $100,000 a day til the $10.7mil jackpot was won.

Mega Millions lottery jackpot rolls to $410 million
It will be time to dance and laugh all the way to the bank.
I enjoy the number of plays we have before a winning ticket is purchased. I have more chances of winning.
The cash value is wonderful. A winner could do so much good.

Coronavirus severely hurting Massachusetts Lottery sales
Saw an article from Jan. 12, 2016 about the PB jackpot in How Stuff works. And the article explains why PB and MM will lose money if the jackpot is won in the first few drawing after the roll-over. Ticket sales in the last two PB drawings were about $32 million and if the figure 34% of every $2 in sales goes to the jackpot that created $21.12 cash jackpot.
