Why have a lottery if you dont want anyone to touch it...
What makes you think that the state will not allow lottery winners to live off their winnings? People who win large jackpots do it all the time.
It's not the lottery that is stopping you from coming up with a system, it's the odds. If you manage to beat the odds there is nothing the lottery or state can do to stop you.

Wow, in Illinois, when the scratch-off jackpot is $3 million (no higher jackpots offered), that jackpot can only be claimed as an ANNUITY paid out over 26 annual payments! That's not as enticing as being able to claim a large portion of the annuitized amount (-35% reduction, as Florida allows) in pre-federal taxes lump-sum option.

NY Scratch-off Discussion
the problem is with the crosswords is if the codes are losing codes you still have to scratch them off because losing codes are for jackpots also.I wish if you had a jackpot it would say pot or jack.It isnt that simple i use to see mkn and think it was a loser until i figured that mkn can also be a million dollar jackpot code.I wish i could spend 5 hours scratching but i dont have the patience.My wife hates when i get a roll because of the blue mess that comes with it and especially my blue hand

Sounds like the Bluejay Challenge where you must make $1 million worth of bets on a $5000 bank roll to prove a the system shows a profit.
But back to the original questions; is it better to have 10 chances to win one jackpot or 1 chance to win 10 jackpots?

It would depend on your definition of better bet in the original question. If a better bet is the same as more likely to win then I think KYFloyd is correct in his original post. If a better bet is the same as most possible money to be won then 1 ticket for 10 separate games is correct.
I think those statements can apply to either Pick3 or jackpots.
