It's one thing to understand the $4 million prize is before taxes, but I can't see anything on the front of the ticket indicating that prize is an annuity. Some state lotteries are advertising PB and MM cash values and making it clear the jackpot is an annuitize prize . Some say the lottery is a tax on the poor and uneducated and some state lotteries are going out of their way to prove it.

Would the prize structure for MM & PB be changed?
Putting aside the politics behind a 70% income tax rate on income in excess of $10M, would it make sense to even play the PB or MM given the astronomical odds against winning and your jackpot take home being drastically reduced because a 70% tax rate? You can always play your state lottery which is usually cheaper and has better odds at a less impressive top prize. Alternatively, would the annuity option become more favorable or should PB and MM be changed to offer greater lower tier prizes l

Pay off all my debts and bless my immediate family. Donate 10% to the Church. Set up a annuity and stick to a budget of 5,000.00 a month. (60,000 a year is plenty when you're debt free!) Purchase a Nice Ford F-150/F-250 Platinum in cash. I would also get a nice European car. (2 vehicles are plenty)
