Such a game would only attract uneducated players and would not be able to compete with the 5 + 1 games if they remained available. Just prior to California joining Mega Millions the newspapers ran stories about potential $500,000,000 jackpots. Hasn't happened yet, not even close.

If I lived in Florida it would be thiers for me. I like their lotto better. Jackpots are bigger, and none of this mandatory annuitized 1 mil a year like Georgia. But, best of all, no state income tax. Of course it makes no difference for me since I live in Georgia, and they will get thiers even if I win another state's lottery. No, I tend to do better with the larger games than I do with OCL though I think it is far easier to win the OCL jackpot than it would be to win the MM or PB jackpots. I have played OCL over the last two months and have not won anything. It is a bit frustrating but with the jackpot at over $15 million, it's really the best bet in town right now.
