N.J. woman suing state over lottery tax
The constitutional ban against ex post facto laws is generally held to apply only to criminal laws (making something an offense, or increasing the penalty for an offense after an act has been committed). It wouldn't apply here. But I wonder about the wording of the contract between the state and the jackpot winner. That wording could make or break this case.
I might also ask about equal protection of the law. This law seems to be very specifically targeted, and it's possible the Fourteenth Am

Missouri Senate to discuss privatizing state lottery
As I mentioned before, I am not stating a preference for or against privatization. I was responding to the first comment in this thread that implied that private companies are somehow inherently underhanded and/or corrupt, and that the government could somehow produce better returns to the state.

Upon conducting my own independant research, I have discovered the following:
Florida retailers receive 1% commission for cashing Florida Lottery winning tickets.
What about Tennessee retailers? They cannot accept tips, as per their retailer contract:

Ohio New Years Raffle
Anyone playing the Ohio New Years Raffle this year? Tickets go on sale this Friday, November 12th! A friend of mine and me are doing it and I'm doing a lot differently this year than in the past. I saved $20.00 per paycheck since last December and I have $500 saved for it and my friend is putting in another $500! We even wrote up a contract and have it notarized. What's different about a lottery millionaire from any other millionaire? Millionaires who want protection can afford to contract with a private security firm and live in gated or protected communities. Such protection should be paid for by those who benefit from it or want it, not lotteries or tax payers.

Woman takes Fla. Lottery to court for ticket misprint
The printing company makes tons of money printing tickets for the state. (Anybody with a government contract makes tons because the government doesn't care what anything costs when they're spending other people's money) They should make the printing company responsible to cover all of their own mistakes. The mistakes will stop immediately, guaranteed. The printing company could get insurance to cover their losses. Problem solved.
