What Does It Take To Win (Mathematically Speaking?)
How would you know the difference even if the details of the computer program were known?
I remember reading papers describing methods to calculate a randomness score of sets of variables to determine which set was the most random. However, I just put measures of randomness into the Google search box, and got tired trying to find what I vaguely remember. Try it - maybe you can find something useful.

Canadian gets 9 years for U.S. lottery scam
A Vancouver man was sentenced to nine years in prison Monday for running a lottery scam in the United States that defrauded dozens of elderly victims of hundreds of thousands of dollars.
Henry Anekwu, 43, was convicted in April of 10 counts of mail fraud and six counts of wire fraud, all of which were centered around a telemarketing operation that told victims they had won a lottery, but needed to pay taxes or other fees up front to claim their winnings. What do you recommend?
I was hoping that my post would prompt the lottery commission to address my concerns. My recommendation would be for as many people as possible to contact them and request an explanation of how their ADM (Automatic Drawing Machine) is programmed. My phone call to the published number didn't get me beyond a very nice front gatekeeper who was completely clueless regarding the issue. Perhaps someone here has a better connection.

A $19 million jackpot went to a company called Ibis Corporation, listing the names of a group of her husband's coworkers. There was a Ramdass on the list, but it wasn't Campbell's husband it was Janelle Ramdass, his daughter from a previous marriage. Excellent point, KY Floyd; the laws you reference can be found under Title 18 of the United States Code which, ironically, also contains the RICO statutes.

$85M sought for "defective" Virginia lottery tickets
I agree with RJOh that it's the structure of the game. I would not call it fraud unless nobody won the top prizes. Up to means that even if you win, you might still get a smaller prize amount.
I think most people who buy scratch tickets are aware when a game has been around for a long time. Still, that doesn't mean there isn't a nice prize still available.

Questions about security and distribution
I'm a new member from Pennsylvania - don't even have any clever end quote yet - and I'm wondering about something in regard to instant scratch off games. Perhaps someone can help?
Let's take a $10 game that has 8 top prizes of $250,000. I'm assuming whatever company creates these for the states runs off the entire lot of tickets at once, somehow sprinkling in the top prizes along the way (exactly how they do that is also a bit of a mystery to me).

I agree with the hell no side of this question.
Repayment, as noted in state and even federal code, is based on fraud or some sort of processing error. So, if you are to payback something based on 'advancement of assets' (in English-your not broke anymore), then an awful lot of people would be required to ante up.

Does $9 goof point to larger problems with Ontario Lottery?
I wish to make two points.
First in reference to the question why does the retailer not simply scan the ticket to determine it is a winner. The procedure for redeeming a scratch ticket in Ontario is a two step process. First the retailer scans the tickets then is prompted by the terminal to enter the 4 digit code that appears under the latex. The 4 digit code must correspond to the scanned code (long code). For this code to be entered in error and also match the scanned code and come up a win
