A thirteen million dollar rollover on a $280M annuity jackpot. Paula Otto says they're satisfied. Well, I know why I don't play MM very often. They nearly doubled the odds against winning the jackpot while announcing that they were improving the odds, doublespeak, in typical lottery fashion. If you reduce the value of a product, you should not expect sales to go up, but they did, and they're satisfied. Wow.

They are already required to take installment payments I believe. I think the Florida winners had to claim within 60 days if they wanted the lump sum, but that's based on Florida lottery rules that only allow the annuity if you wait longer before claiming. I believe California has no such rule, so the IRS rule is the only one that matters, and the IRS allows 60 days from the date you file the claim. There could be any number of reasons for waiting. If and (most likely WHEN) this gets signed, it will be from this past June 2015 onwards. I recall the fiasco in NJ when that happened there, some one was a Powerball winner and she fought the case.... Might as well start going cash instead of annuity, cuz Taxes always go up ...might as well take the lowest hit.....
