I'd be remiss if I didn't admit you are right in saying that banning courier services has no impact on buying groups.
To be more correct I should have said banning courier services will prevent those groups who want to buy a lottery behind the scenes, or as we're hearing money laundering.
It could be argued that if Lottery.com didn't have 30 terminals at Spicewood then Rook TK would have had to shop around for 30 or more retailers who would have had to dedicate workers to run their term

Meanwhile here in NJ the assembly passed a bill barring the NJ Lottery from selling tickets online because it would harm brick and mortar sellers yet state-registered courier services can continue to operate in the state. What a joke.

My experience as a foreigner living outside USA..
My courier service allows me to buy tickets in overseas lotteries. I play worldwide over the Internet
Some services buy your ticket (your order) and scan it (to prove that they bought it :)). Some (My service) just seem to add the lines I buy to their total order.
If your ticket wins anything, they claim the prize (but your account is credited immediately.. It may take time to actually get the cash for larger wins).

To the best of my knowledge, there is no intent on the part of the Texas legislature and the TLC to design lotteries that can be won by the brute force and power of deep-pocket money sunk in, to buy up all the combinations.

I totally agree.
The objectives and goals of the courier services is unsavory and has absolutely nothing to do with playing to win like every other average player on an equal playing field.
