the fraudulent stuff is when courier companies get their own dedicated machines to print off lottery tickets in a way that a regular member of the public can't access. that's what was going in in texas with one of the couriers who set up a fake store where they just printed tickets all day long or some such.

If it was Bought under a membership , then it could be a membership used by the syndicate.
Makes it a bit difficult to hide a win.... But also tidies up paperwork.... so that tickets bought individually and for the syndicate are kept separate...

Someone needs to reread the article. There was no guaranteed payout if there was a winner.
Yes, it was fraud and an unlicensed business. People were being ripped off.
