winoneday is in a pool, not sure how many tickets they buy per draw, but there are times when they don't win anything at all from the posts made. We have jackpot winners that bought only one ticket. Then we have like the Oregon guy that bought over $200 worth of tickets and won the jackpot. I think there is no right way to do it, just don't gamble with basic needs money

I also believe that while multiple winners of the jackpot in the same drawing is definitely possible, that that's an outlier. It could happen but it very likely won't. And state lottery's know that. My guess is that they have it covered in the Official Rules, but they aren't thinking they'll have to resort using to that rule. I play PB for a second prize win and I buy the PowerPlay option.
