Seems to me the best way to address this issue of pool carryovers from small wins would be to include in your rules that wins under $X will be donated to Y 501(c)(3) non-profit charity, instead of used to buy more tickets on the next draw. Buying more tickets just seems like a really bad idea, it opens the door for all sorts of ludicious claims. And someone who is serious about operating a pool should form a corporation (with seperate bank account, etc) to operate the pool as this will allow

Editgap, Powerball's match 5+0 bonus pool should already be in effect. Since the $365 million jackpot is $25 million over its last record, which was set last October, any cash in excess of the cash value of the jackpot is in the bonus pool, and any greater than expected sales (which will almost certainly happen) for Saturday's drawing will increase the money in the match 5+0 bonus pool instead of the jackpot. The only way the jackpot can get bigger on this run is if it keeps rolling (unlikely)
