For every draw, have somebody hold a small container with all the numbers, facing upward so everyone can see the numbers(like a container that holds pool balls), then drop them into the machine, then draw ONE TIME. Actually, the $250,000 figure is the minimum roll, not the maximum. No lottery in their right mind would cap rollovers at such a low amount.
