Not all Retailers Pay Out to $599
Having ATMs that cash tickets is an idea the lottery commissions could discuss after receiving thousands of complaints from players that couldn't cash $100 tickets.
Ohio has a contract with a bank to pay winners over $600. The terminals are programmed to print cash vouchers the players take to the bank. If there is any cost involved into programming terminals to print out vouchers under $600, the cost should be charged to the stores making all the excuses why they can't cash them.

Are you scanning tickets and emailing them to people out of state? If so, is this legal? Good question! You can't use the mail to buy tickets for and accept money from people across state lines, but can you use email? Then is the contract binding? Many years ago I belonged to a company pool in Chicago and I lived in NH. I never thought about it.

according to most state lottery rules if you 18 or older you may purchase a lottery ticket. It's a legal binding contract a wager if you will with the state.
If you were a convict or are on probation and the probate rules say you cant gamble then you should wait until your probation period is over. Why break the law.

Tennessee Going RNG I'm afraid!
ain't it a shame.i had a wierd feeling when they had new drawing times and the tv drawings contract ran out that something 'different' would happen.but talk about a shock,lol.this tennesee lottery was pretty damn well run and a pretty good one to play too.but i'll have to respectfully retire from playing tennessee if this takes place.she died way too young........
