Well, I will check to see what the figures are in California. But, just looking at it...you say 0, 1, 8, and 9 are probably in better than 40% of the draws. Wouldn't surprise me a bit. There are 10 digits in our numbering system. You have chosen 4 numbers which is 40%. Each draw has the possibility of having 3 different numbers...I don't know the odds, but I would sure bet that those 4 digits would be in 40% of the draws!!In fact, here is my chart showing what I call system numbers .
