Even with sales up more than 3 percent through nine months of the fiscal year, the Massachusetts Lottery has seen an almost 8 percent drop in profits so far this year, the executive director reported Tuesday. If all tickets were chosen randomly just about 89% of combinations would probably have been sold, leaving just over 10% unsold. They may have a rough idea, but what they can pay with an acceptable loss will depend on sales for the affected drawing, and what they have in reserve accounts, and probably several things I can't think of.
