There is no Math when it come to winning.
When I apply filters to all numbers abbreviated wheels I usually lose the win guarantee because the filters apply to all 6 numbers but not to the 3, 4, or 5 numbers I'm trying to match. The better way would probably be to first apply the filters to all the combinations and then extract all the combinations with the 3 if 6 guarantee from that. Matching 3 only pays $2 so if the idea is to use all 49 numbers, a smaller combination 2 if 6 of 49 might be a better starting point. I experimented wit

Yes, too much money, besides he would need to play that much money from 2 to maybe 8 times before he wins for the first time. one of the forms I am aware of at one of Pa's racetracks uses a 1099 to be filed. The racetrack has a regulation that they are obligated to retain the 25% taxation and file it with your information( if the win is 2500 or above). There is a lesson to be learnt here. If you are going to pool with friends, family or foe always have everything in writing and signed by all parties. This way it keep a bit of honesty if you ever win a large sum. Maybe because not every state has a group claim or pool form and those that do vary including having to fill it out and file it before playing, and everyone shares evenly.
