Quebec lottery
all these people putting their predictions happens to be from the States.....maybe that's why it's not winning . You are better off doing your own analysis. I don't think Lotto Quebec would put a block. That would be called fraud. You need to try harder...

Their celebration didn't last very long By Kate Northrop Two friends from the United Kingdom had a short-lived celebration after winning 4 million (US$ 5.3 million) in the lottery using a debit card they stole. In July, they pleaded guilty to conspiracy to commit mail and wire fraud in U.S. District Court in Providence. Based on that and the sentencing, it sure looks like a plea bargain.

One digit away Frustrating draws? :/
Wow, I was just trying to help people understand who this person is. And warn others that she begged for loans from people who were nice to her on Poker Fraud Alert forum. I do believe people can think for themselves however people fall for scams daily. If I stopped one person from getting scammed I feel I did the right thing. Sorry you think that was trolling. Best wishes

She has mental issues so some forum owners have tried to get her help for her gambling addiction that she cannot afford but she always comes back under new names. If IP ad

Oregon Lottery Payouts on Jackpot Games
but not paying the advertised percentage of the actual annuity value to a winner taking a lump sum would be a clear case of fraud. Yeah but I thought it would be against MUSL rules to take away the option to buy or not to buy the power play too.

Iowa man accused of lottery fraud for cashing ticket on friend's behalf
An associate of a lottery winner pleaded not guilty to lottery fraud and the fraud is for turning in a winning lottery ticket that reportedly did not belong to him. If they're saying the legal owner is the person that purchased the ticket than anyone getting a scratch-off as a Christmas present and simply cashing a free ticket could get arrested. And how about the dumpster diving industry or someone finding a ticket in a parking lot? Most lottery rules and regulations are consistent and

Tennessee man misplaces his million-dollar lottery ticket, then finds it lying in a parking lot
person who lost the ticket, would never know it was me who found it... You know that being anonymous doesn't mean the lottery won't know who you are, right? And that for any substantial prize the lottery will be asking how you acquired the ticket, and that you'll be claiming that you're the rightful owner? That means you can admit that you found it and didn't try to locate the owner, or you can commit fraud and perjury hoping you don't get caught.
